From its inception, the Special Powers Act has been used as a tool by military administrators and allegedly democratic leaders to silence political dissent. The preventive detention as it is used and abused under the Special Powers Act violates a number of fundamental human rights norms provided under the Bangladesh Constitution and International human rights law. This report examines the Special Powers Act, 1974, abuses under the Act and makes appropriate recommendations.
